Vongsey Vissoth

H.E. Mr. Vongsey Vissoth was born on February 18, 1965. He obtained a Master’s degree in 1990 and was a Ph.D candidate in economics at the Moscow Institute for International Relations. After working in the private sector for a number of years, he joined the Ministry of Economy and Finance (MEF) in 1995 where he is now Secretary of State. He is currently also the Vice Chairman of the Supreme National Economic Council where he has been a key figure in promoting and developing various policies. Through all his various roles, he has been a key contributor in the areas of macroeconomic policy, revenue policy, fiscal policy, ODA and external financing as well as promoting, directing and developing key strategic government policies, including the preparation of Cambodia’s overall strategic development policies and plans, the formulation of Cambodia’s policy to increase rice production and exports, Cambodia’s Vision 2030 and the industrial development policy. Through these policymaking efforts, he has contributed towards the remarkable socioeconomic transformation of Cambodia.
